Numbers 14: Israel Refuses to Enter Canaan

1 So all the congregation lifted up their voices and cried, and the people wept that night. 2 And all the children of Israel complained against Moses and Aaron, and the whole congregation said to them, “If only we had died in the land of Egypt! Or if only we had died in this wilderness! 3 Why has the Lord brought us to this land to fall by the sword, that our wives and children should become victims? Would it not be better for us to return to Egypt?” 4 So they said to one another, “Let us select a leader and return to Egypt.”

“Terror is more contagious than courage, for a mob is always more prone to base than to noble instincts.” (Alexander Maclaren) “Such insolence to their generous leaders, and such base ingratitude to God, show the deep degradation of the Israelites, and the absolute necessity of the decree that debarred that generation from entering the promised land [Nu 14:29-35]. They were punished by their wishes being granted to die in that wilderness [Heb 3:17; Jude 5]. A leader to reconduct them to Egypt is spoken of (Ne 9:17) as actually nominated. The sinfulness and insane folly of their conduct are almost incredible. Their conduct, however, is paralleled by too many among us, who shrink from the smallest difficulties and rather remain slaves to sin than resolutely try to surmount the obstacles that lie in their way to the Canaan above.” (Jamieson, Faussett, and Brown)

5 Then Moses and Aaron fell on their faces before all the assembly of the congregation of the children of Israel. 6 But Joshua the son of Nun and Caleb the son of Jephunneh, who were among those who had spied out the land, tore their clothes; 7 and they spoke to all the congregation of the children of Israel, saying: “The land we passed through to spy out is an exceedingly good land. 8 If the Lord delights in us, then He will bring us into this land and give it to us, ‘a land which flows with milk and honey.’ [Exodus 3:8] 9 Only do not rebel against the Lord, nor fear the people of the land, for they are our bread; their protection has departed from them, and the Lord is with us. Do not fear them.”

Moses and Aaron fell on their faces; they were unable and unwilling to answer the congregation. I do not believe this was intercession but helplessness to change them.

“Joshua . . . and Caleb, which were of them that searched the land, rent their clothes--The two honest spies testified their grief and horror, in the strongest manner, at the mutiny against Moses and the blasphemy against God; while at the same time they endeavored, by a truthful statement, to persuade the people of the ease with which they might obtain possession of so desirable a country, provided they did not, by their rebellion and ingratitude, provoke God to abandon them.” (Jamieson, Faussett, Brown)

10 And all the congregation said to stone them with stones. Now the glory of the Lord appeared in the tabernacle of meeting before all the children of Israel.

“The rulers of the congregation, and the great men (so bishop Patrick), ordered the common people to fall upon them, and knock their brains out... It is common for those whose hearts are fully set in them to do evil to rage at those who give them good counsel. Those who hate to be reformed hate those that would reform them, and count them their enemies because they tell them the truth. Thus early did Israel begin to misuse the prophets, and stone those that were sent to them, and it was this that filled the measure of their sin, Mt. 23:37. Stone them with stones! Why, what evil have they done? No crime can be laid to their charge; but the truth is these two witnesses tormented those that were obstinate in their infidelity, Rev. 11:10. Caleb and Joshua had but just said, The Lord is with us; fear them not (v. 9): and, if Israel will not apply those encouraging words to their own fears, those that uttered them know how to encourage themselves with them against this enraged multitude that spoke of stoning them, as David in a like cause, 1 Sa. 30:6. Those that cannot prevail to edify others with their counsels and comforts should endeavour at least to edify themselves. Caleb and Joshua knew they appeared for God and his glory, and therefore doubted not but God would appear for them and their safety. And they were not disappointed, for immediately the glory of the Lord appeared, to the terror and confusion of those that were for stoning the servants of God. When they reflected upon God (v. 3), his glory appeared not to silence their blasphemies; but, when they threatened Caleb and Joshua, they touched the apple of his eye, and his glory appeared immediately. Note, Those who faithfully expose themselves for God are sure to be taken under his special protection, and shall be hidden from the rage of men, either under heaven or in heaven.” (Matthew Henry)

“The Israelites were excluded from Canaan by no arbitrary decree, but by their own faithless fears, which made their victory impossible. ‘They could not enter in because of unbelief.’ In like manner our unbelief shuts us out from salvation, because we can only enter in by faith; and the ‘rest that remains’ is of such a nature that it is impossible for even His love to give it to the unbelieving. ‘Let us labour, therefore, to enter into that rest, lest any man fall after the same example of unbelief.’” (Alexander Maclaren)

“Are not we, too, like Israel, prone to look at the difficulties which surround us, rather than at that blessed One who has undertaken to carry us right through them all, and bring us safely into His own everlasting kingdom? Why is it we are sometimes cast down? Why go we mourning? Wherefore are the accents of discontent and impatience heard in our midst, rather than the songs of praise and thanksgiving simply because we allow circumstances to shut out God, instead of having God as a perfect covering for our eyes and a perfect object for our hearts… Faith is not in energy, and therefore the things which are seen have more power over our hearts than the things which are unseen. Oh! may the Holy Spirit strengthen our faith, and energise our souls, and lead us upward and onward, so that we may not merely be found talking of heavenly life, but living it to the praise of Him who has, in His infinite grace, called us thereto.” (C. Numbers 14: Moses Intercedes for the People

11 Then the Lord said to Moses: “How long will these people reject Me? And how long will they not believe Me, with all the signs which I have performed among them? 12 I will strike them with the pestilence and disinherit them, and I will make of you a nation greater and mightier than they.”

13 And Moses said to the Lord: “Then the Egyptians will hear it, for by Your might You brought these people up from among them, 14 and they will tell it to the inhabitants of this land. They have heard that You, Lord, are among these people; that You, Lord, are seen face to face and Your cloud stands above them, and You go before them in a pillar of cloud by day and in a pillar of fire by night. 15 Now if You kill these people as one man, then the nations which have heard of Your fame will speak, saying, 16 ‘Because the Lord was not able to bring this people to the land which He swore to give them, therefore He killed them in the wilderness.’ 17 And now, I pray, let the power of my Lord be great, just as You have spoken, saying, 18 ‘The Lord is longsuffering and abundant in mercy, forgiving iniquity and transgression; but He by no means clears the guilty, visiting the iniquity of the fathers on the children to the third and fourth generation.’ [Exodus 3:8] 19 Pardon the iniquity of this people, I pray, according to the greatness of Your mercy, just as You have forgiven this people, from Egypt even until now.”

I will strike them with the pestilence and disinherit them, and I will make of you a nation greater and mightier than they. “Instead of eagerly grasping at the golden opportunity of laying the foundation of his personal fame and fortune, he sets himself completely aside, and replies in accents of the most noble disinterestedness… Here Moses takes the very highest ground. He is wholly occupied about the Lord's glory. He cannot endure the thought that the lustre of that glory should be tarnished in the view of the nations of the uncircumcised. What though he should become a head and a founder? What though future millions should look back to him as their illustrious progenitor? This personal glory and greatness was only to be purchased by the sacrifice of a single ray of divine glory, — what then, away with it all. Let the name of Moses be blotted out forever. He had said as much in the days of the calf; and he was ready to repeat it in the days of the captain. In the face of the superstition and independence of an unbelieving nation, the heart of Moses throbbed only for the glory of God. That must be guarded at all cost. Come what may — cost what it may, the glory of the Lord must be maintained. Moses felt it was impossible for anything to be right if the basis were not laid firmly down in the strict maintenance of the glory of the God of Israel. To think of himself made great at God's expense was perfectly insufferable to the heart of this blessed man of God. He could not endure that the name which he loved so well should be blasphemed among the nations, or that it should ever be said by any one, ‘The Lord was not able.’ But there was another thing which lay near the disinterested heart of Moses. He thought of the people. He loved and cared for them. Jehovah's glory, no doubt, stood uppermost; but Israel's blessing stood next."

(C. H. Mackintosh's Notes on the Pentateuch) Likewise Jesus, "being found in appearance as a man, He humbled Himself and became obedient to the point of death, even the death of the cross" (Phillipians 2:8)

20 Then the Lord said: “I have pardoned, according to your word; 21 but truly, as I live, all the earth shall be filled with the glory of the Lord— 22 because all these men who have seen My glory and the signs which I did in Egypt and in the wilderness, and have put Me to the test now these ten times, and have not heeded My voice, 23 they certainly shall not see the land of which I swore to their fathers, nor shall any of those who rejected Me see it.

According to your word, Yahweh says, "I have pardoned, so as not to cut them all off at once, and disinherit them." (paraphrase) “See the power of prayer, and the delight God takes in putting an honour upon it. He designed a pardon, but Moses shall have the praise of obtaining it by prayer: ‘it shall be done according to thy word,’ thus, as a prince, he has power with God, and prevails. See what countenance and encouragement God gives to our intercessions for others, that we may be public-spirited in prayer." (Henry) Yahweh was going to wipe out the whole of them and start again. Yet, the mercy shown to the children even of these rebels is that they “should have a seed preserved, and Canaan secured to that seed: Your little ones, now under twenty years old, which you, in your unbelief, said should be a prey, them will I bring in, Numbers 14:31. They had invidiously charged God with a design to ruin their children, Numbers 14:3. But God will let them know that he can put a difference between the guilty and the innocent, and cut them off without touching their children. Thus the promise made to Abraham, though it seemed to fail for a time, was kept from failing for evermore and, though God chastened their transgressions with a rod, yet his loving kindness he would not utterly take away.” (Matthew Henry)

And one day at the end of time, "All the earth shall be filled with the glory of the Lord." "No power of earth or hell, men or devils, can ever interfere with… [the fact that] all the earth shall yet bask in the bright sunshine of his glory. But then there is such a thing as government, as well as grace. This must never be forgotten; nor must these things ever be confounded. The whole book of God illustrates the distinction between grace and government; and no part of it, perhaps, more forcibly than the section which now lies open before us. Grace will pardon; and grace will fill the earth with the blessed beams of divine glory; but mark the appalling movement of the wheels of government as set forth in the following burning words: ‘Because all those men which have seen my glory, and my miracles, which I did in Egypt and in the wilderness, have tempted me now these ten times, and have not hearkened to my voice; surely they shall not see the land which I sware unto their fathers, neither shall any of them that provoked me see it…” (C. “The vehicle of the divine forgiveness. The mediator— Moses— here may be taken as a dim shadow of Christ. ‘Moses was faithful in all his house’ but Jesus is the true Mediator, whose intercession consists in presenting the constant efficacy of His sacrifice, and to whom God ever says, ‘I have pardoned according to Thy word.’ Trust utterly to Him. You cannot weary out the forgiving love of God. ‘Christ ever liveth to make intercession’; with God is ‘plenteous redemption.’ ‘He shall redeem Israel out of all his iniquities.’ (Alexander Maclaren)

24 But My servant Caleb, because he has a different spirit in him and has followed Me fully, I will bring into the land where he went, and his descendants shall inherit it. 25 Now the Amalekites and the Canaanites dwell in the valley; tomorrow turn and move out into the wilderness by the Way of the Red Sea.”

“Those that would follow God fully must have another spirit, another from the spirit of the world, and another from what their own spirit has been. They must have the spirit of Caleb. …The heavenly Canaan shall be the everlasting inheritance of those that follow the Lord fully. When Caleb is again mentioned (Numbers 14:30) Joshua stands with him, compassed with the same favours and crowned with the same honours, having stood with him in the same services.” (Henry) Will you be in that number? Will I? Lord, give us the spirit of Caleb! But first let us each make sure that we have pitched our tents with the Israel of God. “But it is not that the word of God has taken no effect. For they are not all Israel who are of Israel, nor are they all children because they are the seed of Abraham; but, ‘In Isaac your seed shall be called.’ [Gen 21:12] That is, those who are the children of the flesh, these are not the children of God; but the children of the promise are counted as the seed.” (Rom 9:6-8) It is not physical decent, but rather spiritual descent -by His Spirit. Even so, come Lord Jesus!

Numbers 14: God's Righteous Judgement and the Response

26 And the Lord spoke to Moses and Aaron, saying, 27 “How long shall I bear with this evil congregation who complain against Me? I have heard the complaints which the children of Israel make against Me. 28 Say to them, ‘As I live,’ says the Lord, ‘just as you have spoken in My hearing, so I will do to you: 29 The carcasses of you who have complained against Me shall fall in this wilderness, all of you who were numbered, according to your entire number, from twenty years old and above. 30 Except for Caleb the son of Jephunneh and Joshua the son of Nun, you shall by no means enter the land which I swore I would make you dwell in. 31 But your little ones, whom you said would be victims, I will bring in, and they shall know the land which you have despised. 32 But as for you, your carcasses shall fall in this wilderness. 33 And your sons shall be shepherds in the wilderness forty years, and bear the brunt of your infidelity, until your carcasses are consumed in the wilderness. 34 According to the number of the days in which you spied out the land, forty days, for each day you shall bear your guilt one year, namely forty years, and you shall know My rejection. 35 I the Lord have spoken this. I will surely do so to all this evil congregation who are gathered together against Me. In this wilderness they shall be consumed, and there they shall die.’” 36 Now the men whom Moses sent to spy out the land, who returned and made all the congregation complain against him by bringing a bad report of the land, 37 those very men who brought the evil report about the land, died by the plague before the Lord. 38 But Joshua the son of Nun and Caleb the son of Jephunneh remained alive, of the men who went to spy out the land.

39 Then Moses told these words to all the children of Israel, and the people mourned greatly. 40 And they rose early in the morning and went up to the top of the mountain, saying, “Here we are, and we will go up to the place which the Lord has promised, for we have sinned!”

41 And Moses said, “Now why do you transgress the command of the Lord? For this will not succeed. 42 Do not go up, lest you be defeated by your enemies, for the Lord is not among you. 43 For the Amalekites and the Canaanites are there before you, and you shall fall by the sword; because you have turned away from the Lord, the Lord will not be with you.”

The rebellious lot of Israelites had spoken of concern for their little ones wandering in the dangerous wilderness. Now, God’s judgment was that these little ones would enter, but the mighty warriors of Israel would not. As for the elders of Israel— the warriors: “The spies were forty days in searching the land, and the people who rebelled on their evil report are condemned to wander forty years in the wilderness!” (Clarke) All of their “carcasses shall fall in this wilderness.” And you shall know my rejection / breach of promise - “This is certainly a most harsh expression; and most learned men agree that the words תנואתי את eth tenuathi should be translated my vengeance, which is the rendering of the Septuagint, Vulgate, Coptic, and Anglo-Saxon, and which is followed by almost all our ancient English translations. The meaning however appears to be this: As God had promised to bring them into the good land, provided they kept his statutes, ordinances, etc., and they had now broken their engagements, he was no longer held by his covenant; and therefore, by excluding them from the promised land, he showed them at once his annulling of the covenant which they had broken, and his vengeance because they had broken it.”

Then God did to ten spies what He had purposed to do to the entire congregation of Israel— save Moses, Aaron, Caleb and Joshua. "Here is the sudden death of the ten evil spies…. And now they were earnest to go forward toward Canaan. But it came too late. If men would but be as earnest for heaven while their day of grace lasts, as they will be when it is over, how well would it be for them! That which has been duty in its season, when mistimed, may be turned into sin. Those who are out of the way of their duty, are not under God's protection, and go at their peril. God bade them go, and they would not; he forbade them, and they would go. Thus is the carnal mind enmity against God. They had distrusted God's strength; they now presume upon their own without his. And the expedition fails accordingly; now the sentence began to be executed, that their carcases should fall in the wilderness. That affair can never end well, which begins with sin. The way to obtain peace with our friends, and success against our enemies, is, to have God, as our Friend, and to keep in his love. Let us take warning from the fate of Israel, lest we perish after the same example of unbelief. Let us go forth, depending on God's mercy, power, promise, and truth; he will be with us, and bring our souls to everlasting rest.” (Matthew Henry Commentary)

“The Israelites refused to accept God's discipline as they had refused to accept His promise. Thus they rebelled against Him again even though Moses sounded the ominous warning, ‘the LORD will not be with you’ … They tried to gain His blessings without Him, which is unbelief. Consequently God allowed their enemies to rout them. The key to success would not be their military might or psychological power but their obedient trust in God.” (Expository Notes of Dr. Thomas Constable)

44 But they presumed to go up to the mountaintop. Nevertheless, neither the ark of the covenant of the Lord nor Moses departed from the camp. 45 Then the Amalekites and the Canaanites who dwelt in that mountain came down and attacked them, and drove them back as far as Hormah.

“But there is one special lesson, beloved Christian reader, which we should seek to learn thoroughly, ere we take our departure from Hormah; and it is this: There is immense difficulty in walking humbly and patiently in the path which our own failure has rendered necessary for us. Israel's unbelief, in refusing to go up into the land, rendered it needful, in the governmental dealings of God, that they should turn about and wander in the wilderness for forty years. To this they were unwilling to submit. They kicked against it. They could not bow their necks to the necessary yoke.

How Often is this the case with us! We fail; we take some false step; we get into trying circumstances in consequence; and, then, instead of meekly bowing down under the hand of God, and seeking to walk with Him, in humbleness and brokenness of spirit, we grow restive and rebellious; we quarrel with the circumstances instead of judging ourselves; and we seek, in self-will, to escape from the circumstances, instead of accepting them as the just and necessary consequence of our own conduct.”

Wait on Jesus to speak to you through His Word. "How vain is the counsel of man against the wisdom of God! Nature, poor, fallen human nature, is ever running into extremes. This miserable people, a short time ago, thought that though they had Omnipotence with them they could not conquer and possess the land! Now they imagine that though God himself go not with them, yet they shall be sufficient to drive out the inhabitants, and take possession of their country! Man is ever supposing he can either do all things or do nothing; he is therefore sometimes presumptuous, and at other times in despair. Who but an apostle, or one under the influence of the same Spirit, can say, ‘I can do All Things Through Christ who strengtheneth me’?” (Adam Clarke Commentary). But let me seek only to do the works of Him Who sends me.
